Dr. Nguyen Xuan Nguyen, Chairman

Dr. Nguyen is a serial global high‑tech entrepreneur, Board Advisor, and angel investor with deep expertise in advanced semiconductor device technology and scalable volume production. He earned his BS, MS, and PhD in Electrical and Computer Engineering (Solid State Device Technology) at UC Santa Barbara as a UC Regent Scholar (1986–1996). From 1996 to 2006, he led R&D teams at HRL Laboratories, Skyworks, and Global Communication Semiconductors, earning HRL's Distinguished Inventor award and driving key innovations like InGaP HBT power amplifiers and record‑speed 152 GHz ICs. In 2006, he founded Cosemi Technologies, scaling it to an Inc. 500 company before its acquisition by Broadcom. With over 25 patents and numerous publications, Dr. Nguyen brings unparalleled technical leadership and entrepreneurial success to NBR.

Rick Nguyen, CEO

Rick Nguyen is a Silicon Valley AI entrepreneur and strategic advisor specializing in education technology, private equity, data centers, cybersecurity, and digital transformation. As NBR's CEO, he has successfully closed Series A financing for multiple startups, spearheaded the SVDC hyperscale data center project, and advises strategic fiber optics ventures. He also forges on-prem AI cybersecurity partnerships between Silicon Valley innovators and leading Vietnamese firms. By leveraging an expansive VC, PE, and technology network, Rick secures capital, accelerates growth, and scales operations to turn bold ideas into market-leading businesses.

Robert Ichien

Dr. Tuan Dinh

With over 25 years of experience in Al/ML and digital transformation, Dr. Dinh has successfully developed and deployed secure, scalable solutions for more than 100 clients-including federal agencies such as the Department of Defense (DOD), Veteran Health Administration (VHA), and Human Health Services (HHS) as well as top-tier Fortune 500 companies. As co-founder and board director at Cogitativo, he built data science as a service platforms that combine operational Al with rigorous data governance. His products have been deployed in large-scale environments that handle sensitive health and financial data. Dr. Dinh obtained a MSc degree in Mechanical/Nuclear Engineering from Royal Institute of Technology, Stockholm, Sweden, a PhD in Biochemical Engineering from UC Santa Barbara. He did his postdoctoral research at UC Berkeley.

Andy Vu Le

Vu Le is an international business executive and dealmaker at NBR, building cross-border ventures between Vietnam and the United States. He built and led a nine-figure export enterprise bringing Vietnamese products into major U.S. channels.
With deep, long-standing relationships across Vietnam’s public and private sectors, Vu opens doors and accelerates execution. As an investor, he brings capital, credibility, and a trusted network of co-investors to every deal. At NBR, he focuses on sourcing proprietary opportunities, structuring partnerships, and driving go-to-market outcomes for portfolio companies.

W. Isaac Maing

Isaac Maing is an international attorney and operator who leads compliance, regulatory, and business strategy for NBR.
He translates complex rules into executable plans, with deep expertise in real estate, land acquisition, and development integration for hyperscale projects. Based in Silicon Valley and a UC Berkeley graduate, Isaac has raised capital for technology startups and guides cross-border expansion between the U.S., Latin America, and Asia via joint ventures and M&A. He also advises ultra-high-net-worth clients on asset protection and tax strategy to preserve and grow wealth. Isaac speaks fluent Spanish and conversational Korean, enabling seamless execution across markets.

Robert Ichien is a veteran aerospace and semiconductor executive with over 40 years of global technical and business leadership. He began as a process engineer at Lockheed Martin, led supply chain and engineering teams at Applied Materials, drove multi-million dollar growth as Director of Business Development at Benchmark Electronics, and managed international operations as GM of Gold Tech Industries Vietnam. At NBR, he advises on M&A deals, emerging-market strategy, and cross-border partnerships. His expertise in supplier development, strategic marketing, and executive relationship building helps NBR clients navigate complexity and scale profitably.
